José Baltazar González Peña specialises in administrative, energy and nearshoring law, advising companies across highly regulated and infrastructure-intensive sectors.

His practice focuses on advising clients in the electricity, automotive, construction, hospitality, pharmaceutical and agribusiness sectors, with particular expertise in regulatory frameworks, project development and contractual matters. He has extensive experience in public tenders and bidding processes for the development of electrical infrastructure, as well as in the structuring and negotiation of related contractual arrangements.

José Baltazar also has significant experience in obtaining permits and regulatory authorisations for real estate and infrastructure projects, including residential, mixed-use and industrial developments across Mexico.

In addition, he is highly experienced in administrative amparo proceedings, representing clients in challenges against laws, regulatory actions, inspections and tax-related matters.

Experiencia relevante

Served as Legal Director of a multidisciplinary project for the operation of the Luz y Fuerza del Centro Cooperative, a participant in the Wholesale Electricity Market as both generator and basic services supplier.

Advised on public tenders launched by the Comisión Federal de Electricidad (CFE) for the installation of transmission lines and distribution networks, involving major global consortia and infrastructure investments exceeding USD 900 million.

In the real estate sector, advised companies on land acquisition and the development of industrial parks in the states of Guanajuato and San Luis Potosí, including the obtaining of all required permits and authorisations (projects exceeding USD 82 million).
